Dynamic Collateral Ratio

We plan to implement a self-adjusting collateral ratio to replace the current constant collateral ratio. The basic idea is to increase the ratio if price > $1.0 or decrease the ratio if price < $1.0. The feature may work together value set share (VSS), which serves as the algorithmic reserve of VSD.
